For example, since filter 0 sends packets from MI 1 to a queue bound to MI 2,
there will be a 0 in the filter grid entry corresponding to row MI In 1 and
column MI Out 2.
Note that filters 23, 24 and 25 match packets destined for R2 while filters
6, 7 and 8 match packets destined to H4, H5 or H6 (which are attached to R2).
But the packets matching any of these six filters will be forwarded out
meta-interface 4.
